Chuck Loewen is the Founder of Online Business Systems, a company he envisioned where business and technology professionals would have fulfilling careers and be treated like friends, and clients would be treated with the utmost respect and see real value.
Chuck holds the positions of Chairman, President and CEO of Online Business Systems. He is responsible for Online’s corporate strategy, overseeing day-to-day operations, and is very involved in building long-term relationships with clients and partners.
Over the years, Chuck and Online have been honoured with numerous awards for entrepreneurship, strong management, and growth, as well as for being one of Canada’s best places to work.
Chuck is very active in the community, chairing or participating in numerous community oriented organizations.
Timothy (Tim) Siemens, Partner and CTO
Tim Siemens, partner and Chief Technology Officer at Online Business Systems, is a recognized authority in the information technology industry. With 20 years of experience, he is an expert in the latest technologies, service-oriented architectures, and technical infrastructures that underpin integration strategies and solutions. He has extensive experience in defining mission-critical enterprise architectures for complete solutions that integrate multiple systems.
Tim oversees the architectural direction taken on the solutions that Online develops and implements for our clients, and ensures that the underpinning architecture is state-of-the-art. Tim leads Online’s efforts in the research and development of technologies to determine their capabilities, the types of business challenges they will address, and the likelihood of market acceptance, thereby ensuring that Online is always applying the best practices to the work we do. Tim also oversees the development of Online’s methodologies, and the quality management function that ensures usage. His technical proficiency has helped propel Online to the forefront of the industry.
Tim is an accomplished public speaker who conveys highly technological topics to both business and technical audiences in an engaging and interactive manner.
Lynne Black, CFO
With more than 23 years in the financial industry, Lynne has acquired extensive knowledge and experience in a variety of financial environments including non-profit, the agribusiness industry, and international finance. She joined Online Business Systems in 1995 as Controller, was promoted to Vice-President in 1998, and to Chief Financial Officer in 2005. Lynne is responsible for the controllership, treasury, tax, investor relations, audit, planning, productivity, and corporate administration functions for Online's international operations.
Prior to joining Online, Lynne held Financial Manager positions at United Grain Growers (now Viterra) and Winnipeg Child and Family Services.
Lynne has been involved with various community-based associations for many years.
Scott Sanders, Executive Vice President
Scott is a business leader with more than 25 years of diverse and progressive experience in the IT industry. He joined Online Business Systems in 2002 as General Manager of our Canadian Head Office, became Vice President of our Central Region in 2005, and Executive Vice President in 2008.
Prior to joining Online, Scott held various IT leadership roles, including Vice President at EDS Canada Inc. and Client Manager at IBM Global Services. He has a history of delivering dramatic business growth and solid profitability in fast-paced, volatile markets. Scott’s success in this area can be attributed to his focus on continuously providing value to his clients.
Scott has been involved with numerous professional and community organizations for many years. He is a long-standing member of the Board and Executive of United Way Winnipeg, and is currently the Chair of the Board of Trustees. Scott has served on the executive of many industry associations, non-profit groups and community-based associations.
Joe Leuwer, Vice President, Alberta Region
Joe is an IT executive who has enjoyed a 30-year career that spans both the business and services sides of the industry. He opened Online’s Edmonton office in 2005, was named Vice President of the Edmonton Region in 2007, and Vice President of the Alberta Region in 2008.
Prior to joining Online, Joe spent five years with the executive team at ATB Financial, leading the institution’s rapidly-evolving portfolio of computing services. Joe also spent more than a decade with SHL Systemhouse in a variety of leadership and management roles. Over the years he has established an excellent track record for leading change, cultivating talent, managing complexity and delivering business results.
Joe is a graduate of the Northern Alberta Institute of Technology, and is a member of NAIT’s advisory committee for the Digital Media and IT Program. He received his executive training at the Queen’s University School of Business. Joe is presently the president of the Alberta Network for Health Information Exchange, and is also a board member of the Alberta ICT Council. He has served on the executive committee of the Edmonton Chapter of CIPS, as well as on the board of his local community league.
David Neufeld, Vice President, Pacific Northwest Region
David is a strong business and IT leader who has been with Online since its inception in 1986. From a developer in his early days, to managing many of Online’s largest and most successful projects, to his current Vice President role, David’s career is a true Online growth story. In 2000, David became the Executive Director of our Forestry Industry Practice and moved to Portland to open an Online office. As the office quickly grew and branched into other areas, David became Managing Director of the Portland office. He was named Vice President of the Pacific Northwest Region, encompassing Portland and Seattle and surrounding areas, in 2007. David and his team are especially proud of their record of award-winning and referenceable enterprise solutions they have delivered in partnership with a wide variety of government and commercial sector clients in the region.
David is actively involved with the Software Association of Oregon (SAO) where he sits on the CIO/IT forum committee. David holds a B.C.Sc. (Hons) from the University of Manitoba.
Calvin McElroy, Vice President, Justice & Public Safety and Eastern Region
Cal is an IT industry leader and visionary with over 28 years experience in technical, sales, and executive management roles with leading technology companies and IT services organizations. His career with Online started early in 2008 as a consultant to the company, and he assumed his current position in June 2008.
Cal has extensive experience leading sales and project teams, selling and delivering complex IT solutions to customers in Telecom, Utility, Government and Public Safety industries. His career has included senior management or executive mandates with Oracle, Wang, and Intergraph. He has also been involved in three startup companies as founder, investor, financial advisor, board member, or executive officer. Prior to joining Online, Cal was the founder and served as the Executive Chairman and CEO of a VC-backed GIS and location technology software startup.
Cal graduated from the Computer Engineering Technology program at Red River College in Winnipeg. With a unique blend of business and technology acumen, and exceptional communication skills, he is well respected as a strategist, advisor, and business leader.
John Frejuk, Vice President, Consulting Services, Central Region
John is an accomplished senior management consultant and business leader with over 20 years experience in the business and IT services industry. During his 12 years with Online, John has held a number of positions spanning consulting, business development, and management roles. With his appointment to the VP, Consulting Services role in September of 2008, John provides leadership and management to all of the service practices in Online’s Central Region. He is also a member of the Executive Leadership team within Online, providing input on the strategic direction and operational management of the organization. John's consulting services continue to be in demand in the areas of strategic planning, facilitation, and business process renewal leadership.
Prior to joining Online, John was a manager in the Manitoba Government’s Information and Telecommunications Initiative within the Department of Industry, Trade and Tourism. In this role he helped to develop a provincial vision and strategy that supported the move to an informational economy and fostered economic development in the ITC sector in Manitoba.
John holds an MBA and MSc. from the University of Manitoba and has been an active member of the IT, Project Management, and Business Analyst communities in Winnipeg for many years. He is a founding member of the Manitoba Health Informatics Association, Manitoba Research Network Consortia, and the Manitoba chapter of the International Institute of Business Analysts. John is a regular speaker at numerous industry events, sharing his ideas and experience on topics such as business process management, enterprise architecture planning, and general management principles.
Tannis McBean, Vice President, Health Practice
Tannis has over 20 years of experience in the health system in roles such as Chief Executive Officer, Communications Advisor, Consulting Director, Principal, Project Director, Project Manager, Business Analyst, Patient Care Manager, and Nurse Clinician. She possesses senior executive operational and leadership experience with Provincial and Territorial Governments, Health Ministries, Regional Health Authorities and at the local facility level.
Tannis has a strong background in health informatics and has worked with a number of diverse groups – health authority and facility boards, senior health executives, physicians, communities, and key stakeholders and partners from the health private sector.
